Do I need to have air inlets around the ventilation bar on my VELUX roof window?

Traditional roof windows have a ventilation flap whose first notch can be opened, keeping the window closed and watertight.
This opening method may be suitable for homes without a mechanical ventilation system. However, the air flow is not constant or regulated. 
 
Homes with a mechanical ventilation system (i.e., a motor located in the attic that extracts a certain calibrated volume of air throughout the house) require calibrated air inlets in the living areas (but not in wet rooms such as the kitchen and bathroom).
 
On traditional roof windows (with operating bars), air inlet grilles must be installed in the living areas, regulating the incoming volume between 5 and 45m3/h. 
This applies only to windows manufactured after 2013.
